With farmers, if I remember correctly from a radio programme a few months back, cutting hedges when birds are preparing to nest or are nesting, can result in a withdrawal of subsidy.
Because of the decline in songbirds, from what I heard, it seems DEFRA are pretty hot about this, with members of the public reporting when cutting has been found during the nesting period.

I said if the council is cutting it, which is what @Eddy described in https://www.cyclechat.net/posts/5358875 . Has any council ever taken enforcement action against itself over not clearing up hedge cuttings?
It's not the council who'll be doing the cutting. Like everywhere else it's more than likely a contractor doing the work. And it's the contractor with the responsibility to clean it up after them. Not the council.

The piece of machinary used is too specialised for councils, which like most others getting their ditches cut, will be via a contractor.

You report the person leaving the mess not the council, to the council. The same as you would any other contractor.

And they'll do naff all about it, the same as they do with any other contractor lately, I suspect becaise they've not enough officers any more. Again, can you find any council taking enforcement action against its own contractor for this?

In that case you've a third port of call, DEFRA.

I reported one contractor to the local council last year. They had the work stopped within the hour. Word alone isn't good enough. You need proof, if you plan on reporting it. Pictures, time, date & location. Also helps if you have the registration number. The arm of the mower tends to be good at obscuring the plate.
