Number 1 buzz cut for me during summer, but it creates another problem. My helmet causes dry almost scabby patches on my head. Now it's gotten cooler and my hair's back to a number 3 the patches are only just clearing up.

Maybe try a thin hat under your cycle helmet.
I always wear one, different materials depending on the weather.
Keeps the beasties out in summer and ears warm in winter.
