help for a member with hand issues

Personally, I'd go for a single chainset and lose the problematic LHS STI altogether - replace it with just a brake lever.
If the right hand is generally 'better' then get it doing the shifting and front braking, and leave the left hand for rear braking.
But yes, @mickle is your man for this sort of thing. He's a far better bike mechanic than most.
