I think you will find those tiny mudguards, were there to satisfy the technicality of the law at the time. It said you had to have mudguards on the road and , by precedent 6" was deemed adequate.

A thing that might be of interest, I use modern 75mm "V" brake blocks these days. They stop you as well as any brake can (skid or over the bars) and are kinder to the rims.
 
Thats a nice old Carlton bike soak some WD40 on the chrome bits dont use wire wool on anything.Those daft little mudguards are stainless Weinmann ones and smack of the 70s keep them good luck more pics would be nice
