Any help on websites/brands will be great.

Contrary to what others have said, there are ways of running a fixed-wheel with vertical dropouts, however, it does require a specialist hub for the rear wheel.

Here's one solution to the problem if you really want to use the frame you already have.

You need to weigh up the amount of money you'd have to spend to buy that specialist hub and get the wheel built, against the cost of starting over with a frame that has track dropouts.

Eccentric hubs are expensive, and the OP said 'cheap'.
A different frame is the cheaper way to go.

An Eno Eccentric wheel would be a bit of a waste on a shoot frame, to be honest...they are top end hubs.

There is another option, although it is a bit tricky....the magic gear.

^if you get the gear length correct (maybe with the help of a half link) then this should work. To be honest, I suggest getting a new frame of buying a whole new fixie. You can get the Viking fixies very cheap.

You can like was said "magic gear" a vertical drop out bike.

This involves finding a sprocket/ring combo that gives tension as is, it doesn't last forever though and you may find you get through quite few chains and half links keeping the tension correct.
