Rule 169 applies to ALL road users. There are no exceptions.

A tinker with a hand cart should pull over to let traffic pass.

Big issue with our club at present. 40 riders on a club run... Splitting into 3 groups but not easy at times. Majority of motorists think cyclists are not allowed to cycle 2 abreast. Even 10 riders in single file is a long distance for a car to get past. So singling out doesn't necessarily help. HC says if a road user wants to overtake let them. Ideally we should pull over if there is a big tailback but on country lanes not that easy.

Being overtaken. If a driver is trying to overtake you, maintain a steady course and speed, slowing down if necessary to let the vehicle pass. Never obstruct drivers who wish to pass. Speeding up or driving unpredictably while someone is overtaking you is dangerous. Drop back to maintain a two-second gap if someone overtakes and pulls into the gap in front of you.

And then there is some onus on the driver to povertake correctly, and not to overtake if they can't do so correctly.

Nope. Not unless it is safe for said tinker to do so.

Safety trumps all.

Dohhh!

The tinker can decide when its safe to pull over. He won't need anyone with him to hold his hand.

This is the big trouble with today's society. They need their hands holding when they try to do anything.
Or else they need a clearly written book giving guidelines for every possible situation.
When they do have a clearly written book giving guidelines for typical situations, they question the guidelines.

Cyclists are advised to take a prominent position in the road well ahead of any manoeuvre to ensure
they are in the right place at the right time. If they ride in the middle of the road it is probably not to obstruct your path, but to ensure that they are seen by you and by other motorists.

Cyclists often ride at some distance from the kerb to avoid drains and potholes and to discourage motorists from squeezing them on narrow roads. It is not in their interest to delay motorists deliberately.

Remember too that their ability to signal is limited compared to ours, so try to anticipate what they might do from the position they have taken on the road. Please be patient.
