Front bags smooth out the ride if they are carrying some weight. They also make a lot of drag if they are large. The extra weight, however, does not make the bike tippy like it might if you had 15 pounds on a bike rack on a 700c bike.
A strategy employed by some, including me, is to have a large chainring and add a smaller inner one which is easy to do with a 130 BDC crankarm. I use a 110 BDC crankarm with a 58 and a 38 tooth chainrings. When I encounter a climb that needs 20 less gear inches, I hop off and manually shift the chain, and do the same going back to the 58. I rarely need to do this, but the lower gears are nice when needed.
