How is it not an offence to park in a cycle lane? (At least in Leicester)

Is this the same in other districts? I asked a traffic warden why he hadn't ticketed a car in a cycle lane and was told they have no provision for it. It doesn't rank as an offence as far as they are concerned.
How on earth is this allowed to be the case when it seems obvious that it is a potentially very dangerous thing to do.

Is it a dotted or solid line on the lane? Most dotted cycle lanes have parking spaces across them which may be enforced in rush hour but not off peak

It's not ideal but those aren't do not enter lanes

I asked a similar question in Cambridge where one particular, quite wide shared use path is indeed shared use, but not in the intended way as it's become a car park. I was told, 'there's nothing we can do'. If the odd snot rocket or two gets released as I pass said parked cars, it's completely accidental of course ^_^

Snot rocket, I've not heard that term before. I've always referred to them as an"old man's cannon. "

Managed to find a pic of my example off of Streetview. Must have been a quiet day as there's normally 4 or 5 cars parked there. How that's legal I'll never know.

But isn't a cycle lane that's not on the road just simply classed as a path - as in pedestrians have priority on shared paths? If so, then isn't the car parked illegally as it's parked on the path?

It's a pavement I guess and as Mr P suggests above, driving onto it is illegal, but I guess plod can't be ar$ed. I've tried the council and they didn't want to know.
 
I had a car on my street park entirely on the pavement (no cycle lanes involved) completely blocking. Called 101 and by the time I walked back from the shops, the police were in attendance. It is a residential street and highly likely the owners were parked in the house it was outside. Don't know if they were just given a word or fined but it was moved pretty sharpish.

With all the fashionable talk of making places more cycle friendly it just seems that to make it a ticketable offence would be a very simple thing to do. It would also send out the message that cycling space is important and so is cyclists safety.

No they are not "do not enter lines", I just think that cycle lanes (as poor as most are) should be made safe. I don't think it's an unreasonable expectation.
