They look like plasterboard fixings . Personally I wouldn't use them as they are still fixing to the face of the block .
As said , a block of wood on the wall would be better ...

Raw Bolt a plate to the wall and grind or file the heads so the bolts are round.
also you could attach a nice ground anchor hook on the plate so your chain is high and therfore very difficult to bolt crop.tese come supplied with anti theft bolts.
then fix your bike hanging stuff with raw bolts and grind them.
so if a toerag is wanting your bike he will have to make a lot of noise.

Thermalite has a low crush strength. Rawlbolts etc aren't going to work well as the material will crumble under the point loads as the shell is expanded. If you can actually get it to grip at all, it can usually be loosened by a few sideways blows to whatever sticks out of the wall.
Plastic screw plugs can work quite well because the plastic doesn't crush the cement foam, but quite honestly, size 8 screws aren't strong. You might not be able to pull one out, but you could certainly pull the head off with a claw hammer or the like. Use size 12 or metric equivalent, and several of them.
Resin anchors would be the most substantial option. Something like:

As @DaveP60 suggests, resin anchors and studding (the largest diameter and length that you can find and use conveniently) are the way to go. Buy an air duster aerosol to blow out the dust. Maplin do them. If you use polyester resin cartridges, it's absolutely essential that they are "fresh". If they are not, the two components get more viscous and don't mix properly in the nozzle. When that happens, the resin never sets. I've been there.

Starting to lean this way now.
In my work (retired now) I have fitted lots of fall arrest anchors etc. with resin but always into solid brick/concrete..........never into Thermalite.
