How to keep a window always on top - on a PC

Theoretically, a window has to implement this functionality itself, but it's obviously possible to write a hack that does it afterthe-fact.

If you have MS Office then you probably have One Note, which has this functionality built in. Useful little app in other ways too

Yes, although it is included with most Office bundles. Do a search for onenote.exe

Onenote sounds just like a little freeware program we use called "stickit"

That has "Always-on-top" functionality.
