I'm guessing to let off some steam. However, in the case of the OP in this case, to get advice on how to report an incident if you look at the thread title ;)

My wife witnessed an accident a couple of weeks ago, young lad in his dad's car turned left directly in front of cyclist who was minding his own business

Young lad got out of car and started to remonstrate with him,who at this point was still lying on the road slightly dazed and was making sure all his limbs were still attached etc, saying can't believe you just ran into the back of me, at no point did he ask if he was ok

It was pointed out to said young lad that if he had ran into the back of him how come there's all this damage to the side of your car?

It was also pointed out to him that there is a CCTV camera pointing towards where the accident had just occurred

So what I'm getting to is that,

1, There are a lot of kn@bs out there who really don't care, that guy could have been dead and I don't think it would of bothered the said young man in the slightest so unless you are a fully trained Ninja don't get involved

2, There is CCTV pretty much everywhere that will assist you if you need it

Trial By Internet.

We have advanced far beyond the puny concepts of the British Judicial system, we only need but a couple of sentences posted online before trial and punishment. Sometimes we are so efficient, we can even start punishment before trial has started!

All Hail Trial By Internet!

i read the post...i found nothing to report, just came across as a little skirmish to me,so i offered the guy my advice..which was to let it go...
The OP didn't ask you whether or not they needed to report the incident. They weren't asking for your opinion. Opinions are arbitary, some useful, some not so. What the OP asked was HOW to report it.

Further to this, using a vehicle to force a cyclist off the road is not a "little skirmish". Would it still be a "little skirmish" in your vaunted opinion if the OP ended up under the wheels of the vehicle? No. You Sir (and I use that term very loosley) are a daffodil amongst roses. Carry on defending bad driving in your Mercedes Estate.....

didn't read anywhere in OP that he was forced off the road...and i don't defend bad driving...the whole event was a bit of silliness and not worth reporting....i think a lot of blokes on here are a bit namby pamby...and have probably never seen an angry man..if they did, they'd probably sh*t themselves to death...including you,Sir

I had an incident today where I was undertaken dangerously by an extremely aggressive person - the usual Russian mafia type driving a large black limo - on Westminster Bridge leading into Parliament Square. I tapped on his window as I passed him in the jam going around Parliament Square to let him know that was not OK driving, then he followed me and wedged me off the road for a bit of verbal abuse. All this is caught on camera - I will review it tonight to see whether worth reporting. But if I do decide to report, what is the best way to do so? Is it Form 966 of the Metropolitan Police? And what do I do with the camera footage?

Just in case you're hard of reading, Sir. Remember to read the question properly, before answering - it's a bit like school.

obviously you are..i'm reading wedged
So you can't read the rest of it? Does your brain freeze after reading the word "wedged"? Here's a little hint; the following words were "off the road"

Your next effort is probably going to be that the driver got out of the car and wedged the OP off the road and didn't use the car like a weapon to assault the OP. Which is just plain silliness on your part if you do so.
