I got a clip that clearly shows a Belgium plated coach that ran through a blatant red light and nearly wiped out 3 cyclists and could have potentially caused major accident.

I want to report this to the police along with the clip was wondering how to go about it.

You've got 'Roadsafe' in London; report it there. Gaz or Bentmickey etc will give you more details.

If you report it via roadsafe I'm not sure if they deal internationally but they may pass it on to the Police and they may then pass it on to their Belgian counterparts. Probably won't come to any sort of prosecution if the driver is out of the country unfortunately as you can't be tried in Belgium for a UK traffic offence.

well, we would do them for a fine and points in this country and surely the license penalty and financial penalty will carry over to european countries as Belgium is still EU. People get caught in Australia for speeding etc they still get points on UK licenses.

I think i need the police details as opposed to roadsafe. I am not sure if it is Met or Transport Police

Sorry, no advice for reporting this incident. But, when you do report it, be sure to make the point that it would've been a major incident had the coach taken out 3 cyclists. Good luck anyhow and glad no-one was hurt

Call the police non-emergency number (101) and explain the incident to the operator. They will pass it on to the police who will decide what is the appropriate action to take.

The driver could still be continuing to pull moves like this right now and may take someone out if something isn't done asap. They may well also be out of the country soon.

This sounds a bit too serious to just send someone a strongly worded letter, especially in a language they won't understand, which is the most you could get out of roadsafe.

Again, dial 101 and discuss it with the operator. May as well do it now, you're wasting time on the internet anyway ;)

anyone know a software that can edit MOV file, i.e. slow it down from 25fps to say 5fps and add notations to the video files? as well as cut sections of the video out?

A BFPO somewhere
Sorry Ricky. They will not chase him across Europe to give him a ticket or issue a summons because he will just ignore it. If they has stopped him at the time they could have arrested him and brought him before a court the same day/next day.
What happens when a British driver is caught abroad breaking the law is that he is taken to a cash machine and made to pay the fine on the spot. You will not get points on your UK driving licence from fines abroad.
After saying this, still report him.

Probably best not to edit any footage you give to the police though.

I think it's really important to youtube the footage, and for that youtube video to include the company name and coach registration in the video title. This is because the learning the driver and coach company will get from that is likely to be far more effective than any warning from the police, that the wider world will never learn about because you can be sure the coach company isn't going to be telling anyone about that. Keep it factual.

Unfortunately human beings seem to need a little pain to undertake learning like this. Assuming you upload it, link it here, and a few of us will likely put it about on social media. I wish, I really wish, people would care enough not to endanger lives, and that we could teach them to improve without publicising and facilitating their own actions to cause them public humiliation, but it doesn't seem possible. It seems the subset of drivers caught on YouTube are too arrogant about their driving and entitlement on the roads to be willing to listen to us.

I don't think that is correct, unless things have changed recently. UK licences can only have points put on them by a UK court. Fines are of course a different matter.
If a foreign licence holder (even if it is an EU country as in this case) gets an endorsable conviction in the UK, then the DVLA will raise a phantom record for that driver (without issuing an actual licence) and apply points to that person. That way, if the person gains enough points then they can be disqualified from driving (but only in the UK) in the same way as a UK licence holder.

wasn't going to sent an edited version to the police. i was going to cut the section out and put the FPS down a bit so the almost accident can be seen as it is only a couple of seconds if that. then upload that to youtube and naming shaming the company. I got all the details for the coach company and the driver. Funny enough, the same coach was there last night as they are staying in a nearby hotel till friday. when i confronted the Belgian driver, initially he understood english and when queried if he knew he jumped a red light and nearly caused an accident, he promptly replied "How do you it was me. It wasn't me". then i replied that i have you on camera with your face and your buddy talking on the microphone in the coach. then he said "I don't speak english, french please!" LOL
