What would be the line of demarcation (so to speak) on why a rider might decide to go with 240’s over 350’s other than just wanting more expensive hubs? What is the performance/ functionality differences or gains?

Some key DT Swiss patents expired recently. As a result, a lot of manufacturers are now offering hubs with the 'star' ratchet system. If you're after that, and want value-for-money, best to look at them rather than DT Swiss itself. From memory - 240s would be your 'typical' cycling upgrade - a bit lighter body, better quality bearings (still bad though), that kind of stuff. Oh, and I think you can upgrade the ratchet on the 240s to have more than 36T (54?) but you can't do that with the 350s - but someone might correct me.
