How far is the commute?
Flat or hilly?
What sort of terrain will be involved?
Do they need to carry much?

You could look at the Merida Speeder range?
200, 300, or even the 400 (with some haggling) could be had in budget.

I haven't tried any others but I've been really happy with my Giant Escape 2 Disc. Very comfortable, stable, and a fair turn of speed when you want. I've had it 3 years now and done 1600 miles.

I bought the following for winter commuting which I have been very happy with.

It’s not the lightest but has hub dynamo lights, mudguards, rack, 700x38 tyres, disc brakes and is pretty bomb proof. I have been commuting on it now for 3 months and really pleased with it

ELOPS City Bike Elops 900 Step-Over - Dark Green £799.99

That's a lot of bike for the money!

I hope you enjoy many, many more miles on it.
