Its hard to tell, such is the quality of reporting in the UKs local chip wrappers, but it seems as if they may have tried to deal with by way of words of advice but the guys has been an arse, leaving them little choice but to keep escalating the response.

Presumably he has not been kept in custody the whole time, so how can they let him go without establishing who he is? And, if they don't know who he is, why does he bother turning up to court?

They'll have livescanned him, so if he's ever met the dibble before they'll know who he is. Problems, even once they've established identity, his behaviour gives reasonable grounds to believe that if he won't cooperate by giving his name he certainly won't cooperate by turning up in court, so he's talked himself into being remanded overnight. The courts quite happily let murderers and rapists out on bail to offend again while awaiting a full trial, so its not surprising they then let this chap walk.

But what a waste of police time and public money, all because he didn't have the stones to take a telling off from a PCSO.

It sounds like this chappie has a few problems with authority, and/or life in general. If you can't take the talking to, and eat a bit of humble pie when needed then life is going to be problematical for you.
