Every time I wash my car, it never fails to rain afterwards so I think they should send me to draught areas in Africa, give me a car to wash and hey, presto, within 2 hours it will rain. I washed my car this morning and it is raining now.

that's an impractical suggestion for those of us (who used to be) expected to keep their company cars clean. I diligently cleaned mine after 3 years just before it went back. Clean it in the summer and you're out of step

I reliably do a #2 every morning before leaving for work, and without fail the Sun rises about 2.5 hours later. So I have indisputable proof that the Sun comes out of my <OK, better censor this bit>
