No, it's actually quite a good one. It's the finish of a bike lane that drops down a hill just to the left of the picture, from a traffic-calmed "no through road".

Only trouble is the road at the other side of the lane is so badly maintained, it hammers wheels so I don't use it despite it being quiet and probably shaving 5 minutes off my journey than my alternative, less boneshaking route.
Where the van is parked, is a cycle-only traffic signal allowing bikes to cross the junction/dual carriageway.
I know the van needs to get to the poster, but the way its left is right up to the grey box where the lane ends and the pavement narrows, blocking the lane to the lights, and also making it difficult for pedestrians/pushchairs/wheelchairs. (see the link to see just how narrow it is where the bonnet would have been) If the van had parked right in the red cycle lane but to the left, there would be plenty of room for everyone to get past
