well yes that did kinda trump my idea

next idea was a 'headless cyclist' but that strays into helmet debate teritory (i.e. 'how is he going to wear a helmet?' 'he doesn't need to it's not the law' 'what if he chooses too?' etc etc) and no one wants that.
