Wire wool (not brush) and a bit of elbow grease will get it off. Then use a bit of metal polish to protect the bare metal.

Peek metal polish does a good job of shining up
 
if the spokes were galvanised steel, then there is nothing you can do to get them 'gleaming' again, apart from replacing them with new ones. It is possible to remove the surface rust and return the spoke to bare metal - but that finish will last probably only a few days at best before going off. Metal polish will not 'protect' the finish, it will only make it shiny for a while...

metal polish cleans but doesn't protect, unless you have a new one with added wax.
