Any vehicle emitting less than 100g/ CO2/ km is zero VED. I know that my sister's VW Golf falls into that category, so I expect the Audi has the same engine.

Technically true. I wish my car would pay it's own VED, but unfortunately I can't convince it to go to the post office and pay. Bit like a child in that respect, expects me to pay for everything. Bloomin ungrateful lump of metal.

Will that limit get tougher over the next few years, or will actually paying VED become a minority activity?

At the moment it's an incentive (A good idea IMO) to get as many of us as possible in to smaller and more eco friendly cars, but once the numbers are high enough, those governing us will start to dip in to that pot too, either by making the emission standards much tougher, or by applying road fund to a larger spectrum of vehicles.
