    I'm pretty much of the opinion that while we may wish to castigate the Government for these "errors" (for it is they who are in charge), all this stuff is actually expedited by the Civil Service in some way shape or form. This organisation rarely changes regardless of Government. Unfortunately often it seems that the Civil Service is on the whole a pretty cosy unreal world and Institution in all senses of the word. I may be wrong.

    Proposals to improve the situation?

    I have an idea; except for highly specialised/trained employees (Nurses/Docs, Teachers, that kind of thing) people can only work for the Civil Service for a max 10 years.

    Flak Jacket and ear-defenders on...
