Have to say I'm not convinced although appreciate it is well intentioned.
Anyone cycling any distance is going to carry at least the wherewithal to mend a puncture and a multitool and anyone without any tools at all is perhaps close enough to home to push it home. Would those who don't carry tools / spares even be capable of using the tool stations?

I'm really not convinced either.

As I said above, there are quite a number dotted around the Vale of Glamorgan, but even so, if you have sudden need while out on the road, and for some reason don't have your own tools with you, what are the chances you will be within half a mile or so of one you know about?

The ones in car parks where people may take their bike by car to start a ride are maybe more likely to get used, but even those aren't going to get all that much use I suspect.

I have never seen anybody using any of them, though that doesn't really mean much as I have never stopped in sight of one for any great length of time.

It's an autralistic proposal, but I don't think it's cost effective, many of these workstations I've seen have been in poor condition ,further exacerbated by the tools being tethered on cables which detract from the usefulness in operation, and as been said ,you have to be close enough to them to use, the evil 'fates' don't work like that, being malevolent entities.
Better of having a breed of superheroes like the estimable 'Bicycle repairman' come to your assitance

Yes better left to cafes etc who aim to attract cyclists to provide such an offering. chances of such a station being in the right place to "save" an unprepared cyclist is very slim indeed. A track pump is always useful as no-one carries one of those with them.
