We have these all over Denmark. In 22 years I have never used one and never seen one used. I carry tools, tubes and patches because it is my responsibility to keep my bike going and not the Danish tax payer.

Have to say I'm not convinced although appreciate it is well intentioned.
Anyone cycling any distance is going to carry at least the wherewithal to mend a puncture and a multitool and anyone without any tools at all is perhaps close enough to home to push it home. Would those who don't carry tools / spares even be capable of using the tool stations?

As I said above, there are quite a number dotted around the Vale of Glamorgan, but even so, if you have sudden need while out on the road, and for some reason don't have your own tools with you, what are the chances you will be within half a mile or so of one you know about?
The ones in car parks where people may take their bike by car to start a ride are maybe more likely to get used, but even those aren't going to get all that much use I suspect.
I have never seen anybody using any of them, though that doesn't really mean much as I have never stopped in sight of one for any great length of time.

It's an autralistic proposal, but I don't think it's cost effective, many of these workstations I've seen have been in poor condition ,further exacerbated by the tools being tethered on cables which detract from the usefulness in operation, and as been said ,you have to be close enough to them to use, the evil 'fates' don't work like that, being malevolent entities.

There is one two miles away from me. Never seen anyone use it and I doubt if anyone ever has.

Dunno where you are, but results may vary.
When I was in Scotland in fairness they were fairly well used by kids to sit on whilst smoking. Down here I cycle past one on my most common weekday circuit and I have never seen anyone using it.
Anyhow, the enlightened self interest of cafe owners having something like this makes most sense to me. But too many think that cyclist customers and their awful machines propped up outside deter actual customers.

This thread made me look up autralistic only to find it was a typo.
It would be nice if these things could be found in working condition on every corner but without being able to rely on that, we are forced to catty our own tools.

Has anyone actually seen one being used? Broadly, aren't the people who know what to do going to be carrying a 100g multi tool, and broadly, are the people bimbling around without one going to be clueless on how to fix a bike?

To quite a large extent, yes.
the ne thing I can really see them being used for is when you have had a puncture, and the mini pump many of us carry will get the tyre up enough to ride, but not really as high pressure as you'd like without taking forever. Those stands usually have a track pump, which will quickly get you up to full pressure.
