I can't see it. The file is apparently damaged.

Works for me...

The main upshot is that drivers who cycle are generally better drivers and that even non cycling drivers agree with that.

Indeed. One wonders if half the problem with many young drivers is due to the fact that teenagers cycle less than they used to, therefore having less road experience at a younger age.

"Some readers may be critical that several photographs show
cyclists not wearing a cycle helmet. However, as this and other
research shows many cyclists do not wear helmets while riding, the
IAM judged that the report should represent this"

Pretty sad that this kind of disclaimer is deemed necessary

From the intro: "Motorists are motorists only when they drive. They are also
pedestrians, bus and train passengers. When they ride a bike, they
are cyclists."
How often that gets forgotten, especially in the press who'll still quite happily chomp on about "the motorist" as if it were some special subset of the population rather than pretty much everyone in the Country above the age of 17.

The IAM test is supposed to put a great deal of emphasis on the safety of other road user, including cyclists.

The whole thing is all about safety in general.

As a cyclist I do think that you understand the needs of other cyclists far more when you're driving a car. Making people ride in traffic as part of the driving test would be a good thing, but it'll never happen obviously.
