My colleagues at the Passport Office have taken a bit of a kicking of late in the media. However I applied for my replacement passport on 8th August and just received my new one. I don't think that's a bad service.

I wouldn't wait that long.

I bought mine off a bloke down the pub. He took my photo in the car park, text it to his office and his assistant arrived within the hour with the finished passport. Can't wait to use it.

Like the OP, my renewed passport was received within a week of applying.

I found used food in mine, when I took it back to the bloke in the pub, he refused to do anything on the grounds that I had asked for one with a chip in itt!
