So all users of the road at night should be using it as if there are dark unlit vehicles on it?
Sounds reasonable, given that there might be. What are you going to do if you drive into one? Blame them? What about taking responsiblity for your actions?

Hazards on the road are not living. If I hit an obstacle I might damage my vehicle and or injure myself. That's a risk I take every time I go on the road.
A human going on the public highway without taking appropriate actions for the conditions is potentially putting themselves and other people on the road at risk.
All people should take appropriate actions for the conditions whether that is driving/riding more carefully, or making sure they are visible. I can't see there is any difference between a bike or a car not using lights when it is dark
