I have found someone selling this bike for £10 it apparently needs a new back wheel bearing.
I don't know much about makes and models but its a puch apparently i was thinking of buying it and using it as a project and make something out of it.

Can anyone give me much info about model of puch and what parts can go on it new or old?

Has the seller given any more info? Brand, size...etc? Either way, I'd definitely take it for a tenner.

I ride a Puch, been doing it up as an audax bike for a while now, is a lovely bike. Puch cavalier is mine not too far different to that one, well worth a tenner!

Puch bikes were part of Steyr Daimler Puch of Austria and made some nice bikes - they also made mopeds. They stopped selling bicycles some time towards the mid to late 80's.
As a school boy we were all very jealous of the few lads who were lucky enough to have a Puch Prima ......because they had an extra rear cog and were 12 speed bikes! That was until it became clear that the extra rear cog was achieved at the expense of wheel strength and most of the rear wheels folded or buckled badly.
It is hard to tell from your picture - but the suicide levers suggest a mid 80's bike and the front brake looks like a Weinmann Semi Automatic from the same sort of period.
I would certainly be willing to pay a tenner for it! Until you take the rear wheel apart it will be hard to tell whether it just needs new bearings, new bearings and cones, or a new wheel - but it would still be cheap if you reckoned on replacing the wheel.

I was going to tinker with it and do it up with some new wheels, any chance on changing the gearing system on it to the newer type of system with the shifting brake levers or will i have to stick with the suicide levers?

Yes you can upgrade any part you like - except the frame......or keep it as a classic bit of cycling history (once you have got rid of the suicide levers!)
