I just purchased a specialised carbon Hybrid, i expect there has been lots of threads on thisšŸ¤”.
I notice where cables go into frame there are no grommets, just the holes in frame.
so not much room to slide a sleeve over the outer cable & the rattle is half way down the tube.
Is my option to taut outer cable & put a zip tie on?.
Thanks for any advisešŸ˜.

It's the curse of internal cable routing. Even my late 80s Ron Cooper does it!

Fill the affected tube with silicone sealant. You can still get the wires out when you need to change them that way. You could just coat the wires in some sort of silicone compound as well.
Think the rattles are outer cables, one is front DERAILLEUR & other is rear hydraulic brake.all are in down tube.
 
Er...wouldn't that add about half a pound of weight?
Chuck the stem top cap away ( after youā€™ve pretensioned and torqued the stem bolts up). Youā€™ll have made the weight back.

Do you have some sort of access to the cables via the BB shell. In other words, if you remove the crank and BB and look in there, how big is the hole that leads from the BB to the downtube?

I had a cube that rattled on badly surfaced roads, I managed to pass an old split tube over the internal hydraulic hose for the rear and that cured it.
