I see hooded tops in cars, wrap around fleeces on bikes (like a big tube's around your face), snorkel parka's on scooters and full face helmets on bicycles.
All of them have a detrimental effect on peripheral vision and I don’t see how a niqab is any different.
Most of the niqabs I''ve seen (for real and on telly) are pretty close fitting to the face - the headscarf bit tucks tight round the head, and so moves with it. I'd say the peripheral vision would be better than that in a hood.
In fact, I've just recreated what I think of as a niqab with a pair of buffs, and my peripheral vision was no worse than it is when my hair's got a bit long.
