I assume the rat is a pet. No wild rat would react like that with a cat, surely. Not unless it was seriously infected with toxoplasmosis.

My thoughts exactly. Who would want a pet rat? I am something of an animal lover, I do actually have a soft spot for field mice but I detest rats.
