Errr ... not quite! Go to places like India and Thailand. Then you'll see proper begging! People who live under a motorway bridge because they can't afford even to buy a plot of land and put up a corrugated iron roof on four poles. People who literally work up to their chests in human excrement as sewer cleaners, for the equivalent of about £2 per day. People who walk around barefoot and filthy dirty wearing nothing but a loincloth black with filth because they can't afford clothes.
And IME of working with those in this country who live on council estates is that by and large they just get on with life. And many of them do work.
