I just got a pair of Endura Urban Trousers last week. Okay, they're not the cheapest although about average for cycling specific shorts or 3/4, but they are properly brilliant. Smart enough for office wear, really stretchy so comfortable on the bike, and waterproof (this function has yet to be tested in anger, I'm guessing they really mean showerproof). I think they're worth the money. I'll certainly be using mine a lot over the coming months.
I really like the look of those Enduras, only thing that puts me off is the 'one size fits all' leg length, being slightly more wide than I am tall I'm sure they would be way too long for me. :whistle:
 
A short commute? Why not an old fashioned cycle cape. I rode to school and back with one for years and nothing keeps you dry like a cape.

ok day one of the commuters and I love them, comfier than my 501's (cos the stretch a bit as you pedal) stay well clear of the chain all on their own and I didn't have a cold back!

A minor shower on the way in this morning and hammered puddles and a bit of mud on the way home and they're drier than my socks!
