Can anyone explain why it costs £1 million per mile?

As usual this follows the 80/20 rule of life. Per mile you pay:

£800,000 for health and safety consultants.

£200,000 for the cycle path materials, equipment hire and labour.

It's probably easier to explain why a cycle path costs £4M than to explain how that gobsh*te is on main stream television.
