How do tall structures like that get built?

Do they jack it up and insert sections?

I don't understand the safety aspect. If the leader climbs one pitch, belays and the 2nd climbs through to the second pitch and then belays, there's not that much time lost (because there's less need for rest time). And far, far safer...

Mind you, I wouldn't like to climb in gloves.
