Well that could go either way. Car hitting a pedestrian is without doubt more serious. Do you have any stats on cyclist hitting pedestrian for minor injuries?
It may well be the case that although it's less severe it's a more common occurrence? May not be, I don't know.
Less severe problems that are higher in occurrence cannot be dismissed against less common more severe events (eg I'm more worried about being beaten up walking home late at night than I am having a bomb dropped on my house).
