No, he didn't. That camera has a 170 degree angle of view. The moton in the land rover was no more than fifteen yards away when he pulled out without looking.
The two cyclists 'on the pavement' were in an area that has been designated 'shared use' until Southend's two seafront cycle tracks have been linked.
