Encouraging people to ride defensively and to reduce the risks they are exposed to is not victim blaming.

It is irrelevant whose fault it is when you are lying in hospital or on a mortuary slab.

Being in the right legally is not going to bring you back to life, nor is it going to stop the pain or heal the injuries.

The BBC have a report on cycle safety which puts things into a bit of perspective.

There are approx. 1,000 KSI's per 1,000,000,000 miles cycled, so on average you would have to cycle 1,000,000 miles before suffering a serious injuy or death.
But cycling is still 10 times more dangerous per mile than average road users.

Since 1980, overall KSI's have fallen dramatically from approx 500 per billion miles to less than 100 per billion miles, where as in that same period cycling KSI's have shown a much less impressive reduction, which could suggest that as car drivers now feel safer inside their cars they are prepared to take nmore risks around cyclists.
