Kona Hahanna Fork play

hi all, I have a 94 kona Hahanna that I bought as a total wreck I threw some forks I had in the spares corner on it to get it riding, I thought I had it all sweet but whilst riding I found a shudder coming from the front end under breaking, there is a minute amount of play in the forks, no matter what I do it’s still there any ideas? Try some new forks perhaps?
