People are also overlooking that Mas gained by Pog working with him. He moved into second and opened a gap on his rivals, that wouldn't have happened if Pog hadn't continued to work. Gifting stages usually happens where a GC no-hoper is sharing the workload with a GC contender, the one gets the reward of GC time and the other gets the stage. The only reason I thought Pog might do it here was because Mas didn't push on on the descent after Pog's mishap but even that was a mutual benefit as Mas would have struggled solo into the headwind.

The UAE is not a single autocratic monarchy though is it? The UAE is made up of a number of them - Dubai, Abu Dhabi, Sharjaj being 3 of the 7.
I'd also say they are fairly enlightened states by middle eastern standards.
