Shouldn't you take it up with Orro as being misleading rather than the retailer especially as it doesn't sound like they categorically said the frame was manufactured here? Sounds like Orro should be informing their retailers

The Epsom shop asst’t I’d say is well informed with origin and process of bike from manufacture to shop floor , so I was a bit disappointed he did not enlighten us , anyway Ms ‘boz is well happy with her chosen Orro frame and components , £ for £ it stacks up well with the others she looked at and Richmond being on our doorstep makes good sense , and for me the manager was much more transparent
