Any new or upgraded road built that is hostile to cycling on must provide separate cycle infrastructure that runs parallel , has safe entry and exit, and is not interrupted where the new / upgraded road is not interrupted.
The problem with that is it would just lead to even more people driving illegally and the threat of being locked up with your mate 'Bubba' doesn't seem to be a deterrent either.

And while you're banned the car in which you committed the offence is parked in a secure government pound. If the offence involved a death the car is simply crushed.
Anyone lending or allowing a banned driver to use their car also gets a ban and has their car crushed. No excuses, make it an absolute offence.
