legal question; employer not paying travelling time

not my employer (the co-op is more virtuous than most), but mrs alec's.

she works for a charity as a care worker, providing respite for regular carers of elderly/disabled etc. people. naturally she needs to travel from one call to the other; but her work does not pay her for travelling time.

she's an employee, not a contractor, so how is this legal?
