The headline suggestion that the victims of the pollution should be penalised rather than the polluters is depressing and predictable. The same thing happens when air quality warnings are issued; people are advised to remain indoors if possible and avoid physical exertion outdoors. Why not address the problem at source and keep motors out of the city?
