I've got the 22nd http://www.timeanddate.com/sun/uk/leeds, where the day is 1 second shorter. The last decrease this year.

I've never understood why the dates of the earliest sunset and latest sunrise are a couple of weeks apart. Anyone care to explain, in words of one syllable preferably?

But, for reasons I can't explain without drawing diagrams, the earth's orbit being elliptical being the main one, the earliest sunset is before the shortest day, the mornings draw in for a bit even after the solstice.

But the bad news is that we will have to wait an extra day this year for the shortest day. 22nd rather than 21st, as pointed out by classic33.
