Lighting HELP please

I see a guy now and again in Cheltenham. His lights are amazing. Both front and rear do about an eight pulse strobe, pause and repeat. Even at this time of year when visibility pretty poor you could not fail to see him.

Any ideas as to what lights they might be?

Yes, my Dinotte does this - it is not legal though, flashing lights have tp be regular. But in any case the light doesn't have BSI approval in steady mode so it's not legal in that respect either!
