Especially as they announced that there's no fines for a few weeks! Surely it should have been that the first offence gets a warning during these weeks, not a free-for-all?

Why is there a two week grace period before the ban is enforced? They've already had more than two weeks notice.
Were far too soft in this country - no wonder so many people think its OK to not do as they're told and commit minor offences because its convenient to do so.
