FWIW if you're in this situation and already stopped, you can dismount, walk a few steps across the stop line then remount and continue entirely legally. This is probably less risky than the 'lights not working' argument as they are working as intended, just not for a cyclist. I can see that being a more difficult sell in a discussion with a Plod.

If we're into legal pedantries, might you actually have to carry your bike those few steps over the stop line, on the basis that a bicycle may still be a vehicle even when pushed?

That's because they're not light sensors, they're doppler radar widgets, which measure the change in frequency of the reflected radar signal as you move towards the traffic light.

For the best chance of triggering the loops in the road sensors, ride along the edges of the loop, rather than across the middle. If riding with another person, attack either edge of the loop at the same time.

Or just go through on red.

I'm going beyond my knowledge or expertise now (but this is the Internet and it doesn't stop anyone else), but I think a person wheeling a bike is a pedestrian, the bike is presumably still a vehicle so could be given a ticket, if it were sentient. Actually, I suppose because you're walking you're not driving the vehicle so not commuting an offence.
