On a managed motorway, the legality of driving on the hard shoulder depends entirely on the signage - whether or not the Red Cross is illuminated - nothing physical changes.

On a pavement, the legality of cycling on it depends entirely on the signage - whether the blue cycle path sign is present - (often) nothing physical changes.

Do those of you who advocate draconian penalties for driving on a hard shoulder (banning for life, shredding of tyres) also think that a simple fixed penalty is insufficient for cycling on pavements, and we should shred their tyres and ban them for life? Just curious....

Yep, cycling on the pavement is unnecessary and harms our images user group. Offenders should have their bikes painted pink, have Gary Glitter decals affixed, and 10 layers of lacquer sprayed over it all.

we all know that cycling on the pavements is breaking the law and I personally believe it should be enforced for adults who insist on doing it. (fixed penalty notice)
Adults being anyone, lets say from the age of sixteen years upwards, by the same token cyclists who insist on riding on public roads after dark without adequate lighting should also have a fixed penalty notice and a requirement that they attend their local police station with lights fitted on their bikes within a seven day period.
I would also like to have in place all road going cyclists to have at least third party liability insurance and a requirement that they carry their insurance document at all times.

Having spent a year with the BOAR living in Germany I'd question their driving standards. On the other hand, it is quite refreshing to have a pistol pointed at your leg until you've produced your documents. A nice touch.

Was on my way back from Coventry to Bristol via the M42. The signs clearly stated 'hard shoulder A34 only', as it was the next junction. I was undertaken by chap in white car, which proceeded to do the same to several others. Got to within a few hundred yards of the A34, he moves back into the main flow, crosses over to the fast lane and floors it. Twit had no intention of coming off on the A34, just convenient to use the hard shoulder to undertake everyone. That's why I hate 'managed motorways' or to put it another way,' we're just shifting the jam over another lane' motorways.
