Ive had it said a few times round here (Peterborough), It must be a local thing. Never got used to the bloody place.

AIUI it's an East Anglian term. Example - in Norfolk, "good old Norfolk boy" descriptive of elderly Norfolk farming-type male with strong accent who is nowhere near as stupid as he's trying to kid you he is with that accent, and line of questioning, but is actually very astute and is trying to get you to do something for nothing.. and will often succeed if you're not careful!
