I thought that most likely it was sponsored by the Iranians as retaliation for Air flight 655 being shot down with 290 passengers by US battleship Vincennes. US Air Force command issued a warning after :"We believe Europe is the likely target for a retaliatory attack...". Apparently the CIA was monitoring a guy who often worked for the Syrians, who spoke to the Iranians afterwards and had a cell in Germany with a guy who knew how to make the bomb used at Lockerbie. Gareth Pierce's "Dispatches from the Dark Side" has a chapter on this. The idea is that amidst various hostage negotiations in Lebanon, the US wanted to avoid pointing a finger too firmly towards Syria and Iran.we won't know. I feel sorry the victims don't have a transparent inquiry to rely upon and the death of al-Megrahi won't help.
